New Survey Specialty - RPAS / UAS (Drone) Surveys

The Geomatics Office is introducing a new survey specialty for procuring existing terrain data for planning and design purposes by means of Remotely Piloted Aircraft Systems (RPAS), also known as UAS or Drone.   Such surveys could be undertaken for small sites or rush situations where use of a large aircraft is less practical.  Criteria for pre-registration are provided in the document here.

Updated: 18-Mar-2022 Qualification Committee Procedures  

An updated version of the Qualification Committee Procedures has been posted on the MTO Technical Publications website under the Qualification tab.

The following is a high-level summary of changes to the document:

  • Changes resulting from MTO Transformation
  • Potential decision actions for bid withdrawals
  • Added the Poor Performance thresholds for individual CPR attributes
  • Added language for Qualification Committee to review unbalanced bid situations and potential actions for decisions
  • Added a template for reporting Poor Performance in Appendix A

Updated: 18-Mar-2022 Quality Control Generic Category Plans  

Engineering Service Providers (ESP) Prequalified with the Ministry - Revised Quality Control (QC) Generic Category Plan Templates

Effective February 10, 2022, the Quality Control (QC) Generic Category Plan Templates for Ministry assignments in Planning / Engineering / CA and related Services have been revised.

Upon the renewal of the ESP firm’s qualifications, all firm’s must update their Quality Control Generic Category plans to conform to the QC Generic Category plan process and template requirements dated February 2022, and to bring their plans up to date.

The Ministry of Transportation (MTO) is considering options for the future of the Registry Appraisal and Qualifications System (RAQS).  The timeline for renewal or replacement of RAQS is anticipated to occur over the next 2-3 years, however, in order to ensure a solution that meets the ministry’s future needs user and market assessment work needs to begin now.

All future options for RAQS will consider the Ontario government’s intention to implement a centralized procurement system.  In preparation, the ministry will be exploring all options and will be seeking to feedback from internal and external users.

The ministry is committed to maintaining an open and effective working relationship with service providers and your feedback is import to us. As such you may be contacted in the near future to respond to a survey based on your experience with RAQS.  Should you have any questions related to the survey or specific information that you would like share please feel free to contact

Updated: 10-Sep-2021 MTO Technical Consultation Portal 

The Ministry of Transportation is pleased to announce the launch of the new MTO Technical Consultation Portal.

The portal will make it easier and more efficient for you and others to share feedback using a one-window approach. Features of the portal that will benefit users include the ability to:

  • customize preferences​;
  • search for information​;
  • access frequently visited topics to make reviewing new information faster; and​
  • set up notifications on specific areas of interest.

The portal will also house information on committees, committee minutes, policies and procedure documents, links to construction and engineering contracts, links to information on training and education seminars and links to finalized standards, specifications and policies.

The ministry appreciates all of the input from our stakeholders through all of the phases of the portal development. The round table discussions surveys and comments provided on the working prototypes were invaluable.

This new consultation portal is based on the Environmental Registry of Ontario model. Its specifications will meet the needs of stakeholders and committee members who will access the new website to provide comments on Ontario’s road building and maintenance processes and standards.

The MTO Technical Consultation Portal will be used going forward to seek input into the development of technical design standards and specifications.

The Portal is intended to supplement existing processes and MTO will also continue consulting with stakeholders through the established committee process. However, you will be asked to begin providing comments through the MTO Technical Consultation Portal.

Updated: 29-Jan-2019 New Automated Tax Compliance Verification Process  

The Ontario Government has automated the mandatory Tax Compliance Verification (TCV) process for businesses bidding on provincial contracts valued at $25,000 or above.


Effective September 14, 2018, service providers registered with the Ministry of Transportation’s Registry, Appraisal and Qualification System (RAQS) are required to confirm compliance with provincial tax obligations, including those federally administered for Ontario, using a new self-serve portal. The TCV portal replaces the existing Tax Compliance Declaration Form and allows service providers to check their compliance status at any time online, and obtain a TCV number to provide to procuring ministries.


Service providers in RAQS are required to complete a TCV at the time of registration and on an annual basis.  Tax compliance verification is required to be eligible to bid on MTO contracts.


Getting a Tax Compliance Verification (TCV) Number

Before you can verify your tax compliance status, your business will need to have a One-key ID. Visit One-key Account Registration to set up an account.


  1. To get your TCV number: Register for E-Services
  2. Select e-Services from My Services
  3. Select or Add a Business on the e-services page
  4. Select TCV (you will be redirected to the portal)
  5. In the portal, select Request TCV Number on the TCV page
  6. If necessary, attach the  Filing and Balance Confirmation (FBC) Letter (if required) and select Next
  7. Select View Summary to review compliance summary
  8. Download TCV Certificate (optional)
  9. Provide your email to receive alerts about your account status


After completing the steps above, service providers can submit their TCV number and a copy of their FBC letter to MTO Qualification Control as part of their RAQS initial registration or annual renewal.
