The RFP states that the Highway 4 (Colonel Talbot Road) Underpass (Site #19X-0405/B0) and Glanworth Drive Underpass (Site #19X-0406/B0) shall have fully open integral abutments. In Section 2.4.8.1.3, the RFP states that Glanworth Drive Underpass may be constructed with integral abutments on piles in two permitted configurations: Abutment Foundation Option A – Conventional Integral or Abutment Foundation Option B – Integral piles with footing. Can the Ministry please confirm if both Abutment Foundation Option A and Option B can also be considered for the Highway 4 (Colonel Talbot Road) Underpass?

The Highway 4 (Colonel Talbot Road) Underpass shall be constructed in accordance with Section 7- Proposed Replacement and the Preliminary General Arrangement Drawing (Appendix C) in the Colonel Talbot Road Structural Design Report (Final – Nov 2020), which indicates deep driven pile foundations. A footed pile approach, similar to Glanworth Drive Underpass–Option B may be submitted as an Alternative Technical Concept for further review. Design considerations shall include, but not limited to: total and differential embankment settlement, staging, minimum pile length, skew effects, and roadway protection.
