Contamination Overview Study

In the Contamination Overview study by Dillon (August 19, 2015) it identifies several areas in the vicinity of Colonel Talbot Rd interchange as having high potential for subsurface impacts. This report does not provide any estimation or visualization of the potential impacted areas, therefore, we are unable to determine the extent of the scope for remedial works (area limits, depths, volume, type of treatment, etc.). Could the Ministry please advise if there is any additional information available, which can provide proponents a clearer picture of the scope of work to be included in our proposal? Furthermore, if the Ministry is unable to provide such additional information, should proponents treat the discovery and remedial works of contaminated materials as a change order to the contract?

Additional information is not available. Refer to Addendum 1 section 2.4.11.2 -The Design-Builder is responsible for completing Phase I/II Environmental Site Assessment. Section 2.4.11.2 also outlines the requirements for managing excess soil on-site. Excess soil that is managed on-site is not designated as waste. The trigger for Excess Soil Reuse Planning is if excess soil is removed from the Project area. However, Should the Design-Builder choose to move soil off the project site, O.Reg 406 soil management classifications shall be determined through completion of detail design level field investigation activities. Any additional costs necessary to meet the design and construction requirements of the Project such as investigations field or laboratory, trucking or shipping and disposal costs shall be bourn by the Design-Builder.
