Given there are no groundwater studies or hydrogeology reports available in the background information for the previous tender document (MTO Contract 2018-5125), should bidders assume that submission of an EASR (with groundwater discharge plan) will be a requirement for the Negagamisis Bridge replacement and Hornpayne Culvert replacement sites?

Refer to available subsurface information and engineering assessment provided in Foundation Investigation and Design Reports, Geocres Nos. 42F00-052, 42F00-053, 42F00-054 and 42F00-055. Also, as per RFP, Section 2.4.9.11 – Page 95 - Groundwater Control – Dewatering / Unwatering, extraction of groundwater for the purposes of construction dewatering is subject to the Ontario Water Resources Act and the Water Taking regulation thereunder that requires a Permit to Take Water (PTTW) for extracting more than a total of 50,000 litres per Day (cumulative from all wells, well points, educators, etc.). The Design-Builder shall obtain a Permit to Take Water as applicable for any dewatering or groundwater pressure reduction activities.
