Page 4 of Document 20. 5203-18-00 – Preliminary Geotechnical Assessment indicates a preliminary pavement design recommendation of a single 60mm lift of SP12.5 over 150mm of pulverized materials. Previous experience indicates that providing a single lift of hot mix on top of a pulverized base results in accelerated loss of smoothness (in particular in locations with heavy commercial traffic). Increasing the thickness of hot mix will reduce the immediate load on the pulverized material and reduce the likelihood of accelerated loss in smoothness of the pavement riding surface. With consideration for the 7 year warranty that is included with this project under PERF 2272, would the Ministry consider an increase to the hot mix layers and relax the grade raise maximums specified elsewhere in the RFP?

As per the RFP requirements, Performance Specification (PERF) 2272 shall govern the permitted grade raise allowance. As per RFP, Section 1.10 – Ministry Supplied Information, any “reference concepts” or “preliminary designs” included in Appendix C are for information purposes only. It is the Design-Builder’s responsibility to generate alternatives and develop the design for the preferred alternative.
