Table 2 on Page 184 of the RFP indicates a maximum 50mm grade raise on Highway 631. Section 2.4.1.2 of the RFP indicates the vertical alignment of Highway 631 is to remain unchanged from existing. Page 4 of Document 20: 5203-18-00 Preliminary Geotechnical Assessment indicates a preliminary pavement design with a recommendation that indicates a 110mm grade raise. Can the Ministry please clarify this inconsistency through Addendum to the RFP. Timeliness of this clarification is appreciated.

As per the RFP requirements, Performance Specification (PERF) 2272 shall govern the permitted grade raise allowance. Also, as per Design Build RFP limitations, The Preliminary Geotechnical Assessment (PGA) found within the reference documents is used by the ministry for very preliminary investigations / estimating purposes and shall not be used for direction for the Design Builder’s design. As per RFP, Section 1.10 – Ministry Supplied Information, any “reference concepts” or “preliminary designs” included in Appendix C are for information purposes only. It is the Design-Builder’s responsibility to generate alternatives and develop the design for the preferred alternative.
