Section 2.4.9.1 ‘Groundwater Control – Dewatering / Unwatering’ of the RFP says that “A Category 3 PTTW is currently being obtained and will be available for the Design-Builder upon award”. Section 2.4.11.3 “Permits, Approvals and Commitments” of the RFP requests “to identify any and all permits at the cost of the Design-Builder including Permit to Take Water from MOE as required. A Draft Category 3 PTTW has been submitted to MOECC”. Section 5 of the ‘RTP_2021-12-23 CR4 Groundwater Protection and Well Monitoring Report’ says that “Based on the dewatering estimates provided by AECOM, an EASR is recommended to provide dry working conditions within the excavations event as the total dewatering is anticipated to be a maximum for an excavation at 394,896 L/day”. Can MTO please confirm whether a PTTW Category 3 has been obtained by AECOM and the purpose of this PTTW? It is not clear why AECOM mentions an EASR in the report and applied for a PTTW Category 3.

A PTTW Category 3 has not been obtained by MTO/AECOM, an EASR is recommended. See response to Bid#32: An EASR is required for water taking during construction based on the current DBR Reference Concept design. The EASR is being prepared and will be submitted to the MECP. See Addendum #8 for the Draft Hydrogeological Investigation Report. The Design Builder shall be responsible for reviewing the need for a PTTW submission based on their design.
