We are not clear on the Ministry’s response to BE 017 in the following areas: Firstly, the Ministry says there are final drawings in the SDR’s. We only see two or three sheets of GA and staging drawings for each site in each SDR package. Secondly, Table C-1, Addendum 1, has documents numbered up to 015. The RFP release included 23 documents. Thirdly, the SDR’s provided in the RFP release, documents 018 to 022, are dated December 2019 or December 2020, and are considerably less complete than the SDR’s we are used to viewing on other Ministry tenders. Please confirm these are the SDR’s the Ministry is referring to in the first area on concern. Fourthly, each SDR provides a Preliminary Cost Estimate in one of the appendices, usually Appendix E. Are we to use the quantities in these estimates for Concrete Removal, Concrete patches, Abrasive Blast Cleaning of Reinforcing Steel and Crack Injection for bidding? Fifthly, the Ministry says at the end of the second last sentence that the Design-Builder is responsible for material quantity estimates, yet the Ministry is also warranting the quantities for the repair work. Please confirm that for items such as the Concrete Patches where the Ministry is warranting the quantity of work, the Ministry will provide the measured quantity and the Design-Builder is responsible for calculating the quantity of materials required to complete each measured unit. Six and final comment, we reviewed the RFP release for MTO 2021-3006 and noted that both this project and the 2021-3006 project have similar concepts whereby the Ministry provides engineered drawings for the bridge rehabilitation work and both projects have similar language under 1.6 Project Risk Allocation. The 2021-3006 project has provided stamped but not signed and dated drawings for the structure work.
