Section 2.4.1 of the RFP on page 57, paragraphs c and d, provide conflicting posted speed limits. Paragraph c gives a posted speed limited for the final design of 60 kph. Paragraph d gives an interim posted speed limit of 70 kph. Section 2.4.5.2.a of the RFP on page 65 indicates the posted speed limit for temporary detour road is 60 kph. Please confirm that all works shall be designed for a posted speed limit of 60 kph.

The posted speed limit on County Road 4 in its ultimate configuration (i.e. after the future BBP interchange is constructed) will be 60 km/hr in each direction. For the interim condition (i.e. after the widening and reprofiling of County Road 4 but before the future interchange is constructed) the northbound posted speed will be 70 km/hr, which is closer to the anticipated northbound operating speed prior to the interchange being constructed. Therefore, at the completion of construction of DB Contract # 2021-2124, the southbound posted speed will be 60 km/hr and the northbound posted speed will be 70 km/hr. This has been discussed with and agreed to by the County of Simcoe during the DB RFP preparation phase but should be re-confirmed with the County of Simcoe by the successful proponent through consultations during the detail design phase.
