Please clarify what the rock scaling hourly rate is to include. As disposal of the rock is also to be included, is this to be a blended rate or if the hours for scaling and loading are all included in one rate, can a breakdown of these hours be provided? Or can there be an hourly ditching item added in order to account for the loading, hauling and disposal of the surplus rock?

The basis of payment for item rock excavation, machine scaling shall be as per OPSS 202 (Section 202.09.01.02). Based on this, the hourly rate is a blended rate that includes disposal costs, disposal time, removing, loading, and trucking. The item hours are recorded for productive scaling time only.
