Details will be provided prior to the date via addendum.

Schedule C includes historical material usages for the winter seasons of 2010-2020. The first 5 seasons starting in 2010 average 37,900 tonnes per year and the next 5 seasons starting in 2015 average 50,772 tonnes/year. Risk sharing per Schedule A section 2002.06.02.01 is based on the 10-year average of 44,336 tonnes. Response to bid enquiry 39 states “Material quantities indicated for information in Schedule C are not warranted”. Given the significant inflation of salt usage in recent years and that the information used to calculate risk sharing is unwarranted, how does the Ministry expect proponents to bid with confidence in the information provided?

Many factors such as winter variability may affect the volume of salt used each year. The Ministry includes risk mitigation for salt quantities used to minimize risk to the bidder.
