The MTO response to BE CDMC 2020-04-018 indicates that all requirements of MSS 2003 must be achieved in the first year of the contract commencing 2022. This would mean from commencement of June 1st the successful contractor will only have 15 days to complete pavement markings in Urban Highways and an overall reduced season to complete the whole contract. Will the MTO either 1) grant an extension to the pavement marking deadlines in Year 1 or, 2) grant to successful contractor access to conduct pavement marking in advance of commencement?

The contractor shall be responsible for completing pavement markings in accordance with the annual application completion dates as specified in MSS 2003 – Pavement Marking: Table 2003-5. Sufficient planning will allow for the allotment of markings required to be completed by June 15th to occur.
