Contract Description
Management and supervision of winter and summer routine maintenance work of King’s Highways, as well as minor rehabilitation work.
Tender Instructions
To assist in proposal preparation, Ministry staff will be available to answer questions at a Pre-Submission Meeting for all prospective Proponents, which will be held on: September 16, 2020 at 10:30 AM Local (Toronto) Time This meeting will be held via teleconference, video-conference or in person. Details will be provided prior to the date via addendum.

Bare Pavement Standard
Would MTO please clarify the requirements for achieving the Bare Pavement Standard? In accordance 2002.04.04.01 Maintenance Standards, it states: Winter maintenance service levels shall be according to the following Maintenance Standards including Table 2002-9. All available resources shall be used to assess road and weather conditions and make decisions and direct actions that maintain the Provincial Highways as safe as possible during Winter Events, and to reach the Bare Pavement Standard as soon as possible after Winter Events have abated or ceased. Table 2002-9 provides a response time to meet the specifications. Please clarify the discrepancy between ‘as soon as possible’ and the response times outlined in Table 2002-9. Further, MTO identifies the importance of eutectic temperatures for winter chemicals. It is noted there is no eutectic temperature listed for salt. Please clarify MTO’s expectations for achieving the Bare Pavement Standard when the temperatures are below the effective eutectic temperature for salt.

Table 2002-9 are Remedy Periods as defined in the contract documents. It is expected that a contractor will use all available resources, make decisions and direct actions which will achieve regaining bare pavement as soon as possible under suitable conditions and within the stated timeframes if possible. There is a eutectic temperature stipulated in the contract documents for winter liquid chemicals to ensure a proponent identifies and utilizes a chemical suitable for use in the specific contract area. There is no eutectic temperature provided for salt in its solid form. Further information can be found in MSS 2002 under either the Maintenance Standards or by reading the Best Practices sections.
