The response to RFI Number 2019-2119-202 Indicated “A base line of vibration shall be established from the monitoring equipment installed at the nearest building of Niagara College prior to construction. The piling activities shall not cause any increase of vibration in comparison to the base line.” No information concerning the existing baseline vibration environment at Niagara College has been provided, nor has any information been provided regarding the nature of the sensitive equipment in question. A number of construction operations cause vibrations in the vicinity of the activity, such as material compaction, piling, even dozer operations. These vibrations will propagate in all directions away from the construction site and the Niagara College site is directly adjacent to the construction site. Insufficient information concerning the existing baseline and vibration sensitivity of the Niagara College facility has been provided to meaningfully assess the risk that construction may induce vibrations in excess of baseline. Can the MTO provide any additional information which could be used to assess the feasibility of the pile design included in the reference design relative to the vibration limitation imposed at Niagara College?
