Section 1.17.3.4.4 e) of the RFP indicates that the geotechnical/foundation design report shall include “Plan and approach to instrumentation and monitoring including noise and ground vibrations.” The Construction Noise Report (September 12, 2018) included with the RFP did not include a recommendation for further study or noise monitoring. Instead the report states “Although Ontario does not have any applicable regulatory noise level limits for construction noise impacts on noise sensitive areas, construction noise disturbance and potential for complaints can be reduced with the implementation of best practices and other noise control measures.” Can the MTO clarify the reference to noise monitoring in RFP Section 1.17.3.4.4 e) and state explicitly the need for or lack thereof, of a noise monitoring program?
