Addendum 7 includes the following requirement… “No vibration is permitted on Niagara College’s property.” Vibrations will be present in the existing facility which originate from the environmental background, activity of people, equipment associated with that facility, etc. The requirement that “no vibration is permitted” therefore cannot be achieved due to the ongoing existing vibrations. There are criteria for different classes of sensitive equipment which can be used to address vibration impacts during operation. Additionally, the environmental vibration within the vicinity of construction is not anticipated to increase based on the existing environmental background. Therefore, the criteria for assessment should be the higher of an applicable manufacturer, industry or documented technical standard for a class of sensitive equipment or the existing baseline background environmental vibration. Please confirm that the intent of this requirement is to ensure there is a baseline vibration that is not to be exceeded on the Niagara College property during construction (i.e. no additional vibration permitted over the baseline). Will MTO please provide standards that are both achievable and measurable and can be applied equally by all proponents?

A base line of vibration shall be established from the monitoring equipment installed at the nearest building of Niagara College prior to construction. The piling activities shall not cause any increase of vibration in comparison to the base line.
