Our reviews of the WSP drainage report (detailed VO output files in Appendix B of the report) suggests a very significant peak flow impact at all outlet locations for the 2yr to 25yr storm and smaller peak flow impacts for the 50yr to 100yr storms. As an example for outlet location at Culvert C5, flows were compared at nodes 5110 (existing) and 5085 (proposed). Proposed flows are more than double existing flows for the 2-25yr flows. Please confirm these flow values are correct. If so, the magnitude of the peak flow impacts would suggest a very large storage facility, which was not previously identified and may have property impacts. Please clarify what assumptions should be made in terms of stormwater quantity control and measures to consider for bidding purposes.

The preliminary design Drainage Report, Section 7 states that “The preliminary hydrologic calculations support the conclusion that due to a negligible change in imperviousness, flood risk or total suspended sediment (TSS) contributions, there is no requirement for stormwater management measures beyond the proposed conveyance features of this project.” Stormwater management measures are outlined in the Contract, including in the Contract Drawings (Document #29A) and the DBR Drainage Report (Document #41). However, the Design-Builder shall be responsible for undertaking the hydraulic analysis for all culverts within the study limits and completing the detail design and construction of all culverts. This includes determining the adequate flows to develop a compliant design, and any additional stormwater management measures that are required.
