Proposed Deficient Culverts PR09 and PR14

The design of proposed culverts PR09 and PR14 as presented in the RFP are hydraulically deficient. We understand that this is due to the downstream capacity constraints caused by EX07 which is not being upgraded as part of this contract. Typically, new drainage infrastructure would need to be designed to the appropriate design capacity regardless of downstream capacity constraints. Please confirm that PR09 and PR14 should be designed to the appropriate design capacity as this will result in increasing the sizing at these locations. Alternatively, please confirm that PR09 and PR14 should be designed to the deficient capacity as per the RFP.

Culvert PR-09 and PR-14 are substandard in size because they connect directly to the existing culvert EX-07, which is to remain in-place. Please refer to Section 3.2 and 3.3 in the DBR drainage report (Document #41). PR09 and PR14 should be designed to the deficient capacity as per the RFP.
