The review of the DBR Drainage Report has determined that the Freeboard calculations for proposed culverts PR-10 and PR-11 has used the Glendale Avenue edge of pavement elevation. Given that the Airport Road/Ramp S-W crosses under Glendale Avenue at this location and that the proposed culverts run parallel to Airport Road/Ramp S-W, the freeboard calculation should have considered the edge of pavement of the Airport Road/Ramp S-W instead of Glendale Avenue. Please confirm that the Airport Road/Ramp S-W edge of pavement elevation should be applied for the freeboard calculation of PR-10 and PR-11 as this will result in larger culverts proposed for these locations.

The Airport Road/Ramp S-W edge of pavement elevation was checked for the freeboard calculations of PR-10 and PR-11. The proposed culvert sizes did not change. The Design-Builder must adhere to all applicable MTO drainage criteria. If there are two or more potentially impacted roadways from culvert headwater elevations, then they must all be checked to determine that they all have adequate freeboard for the appropriate class of roadway and size of culvert. The Design-Builder shall be responsible for undertaking the hydraulic analysis for all culverts within the study limits and completing the detail design and construction of all culverts.
