The RFP (page 133) and the DBR Fisheries Memo prepared by WSP (October, 2019) refer to channel re-alignments. Can the Ministry please confirm whether fluvial geomorphic assessment and natural channel design is required for these channel re-alignments?

Given that the habitat within the channel to be realigned functions as indirect and intermittent fish habitat, its main function consists of flow and nutrient conveyance downstream to direct fish habitat. These functions are required to be replicated in the new realigned channel. As such, it is likely that the new realigned channel need not necessarily be designed by a fluvial geomorphologist, but by someone experienced in sizing channels and any potential rock protection required to be included in the channel so that the resulting channel is stable to convey the anticipated flows. Specific fish habitat features are unlikely to be required in the channel design due to the indirect function of the habitat. However, all impacts to fish habitat are subject to review under the Fisheries Act once the final design is completed.
