Technical proposal requirements

We have made a preliminary review of the Rated Requirements of the Technical Proposal detailed in section 1.17.3 (pages 40 to 51 of the RFP). The information the Ministry is requesting the proponent to provide is far in excess of what the Ministry has required on past Major DB proposals and the page limit of 75 is wholly insufficient for what is needed for a proponent to properly fulfil all of the rated requirements. Following is are examples of some of the issues: 1. In 17.3.4.4 for Geotechnical, 17.3.4.5 for Pavement and 17.3.4.6 for Structural, we are been asked to provide “reports” on how we address the issues on this project. These reports will be extensive and typically these reports are submitted after award. 2. In 17.3.4.2 for Roadway/Traffic we are been asked to submit a significant number of drawings. Using the same level of detail as the drawings provided in the RFP (document 29A), 34 sheets are required, including 17 for New Construction, 14 for Profiles and 3 for Typical Sections. 3. In 17.3.4.7.1 for Electrical design we are also been asked to submit drawings or the new lighting. Using the same level of detail as Document 29A , 14 sheets are required. 4. In 17.3.4.7.1 e) ii) for Electrical Design we are asked to provide “design criteria and lighting calculations”. Lighting calculations are normally be submitted after award. 5. In 17.3.4.6 for Structural, 4 drawings are required. Two GA’s and two for aesthetic schemes. 6. In 17.3.4.4 for Geotechnical and 17.3.4.5 for Pavement, work plans for site investigation. 7. In 17.3.4.3 for Drainage, the type of facility/infrastructure including culverts and storm sewer networks. We are been asked to prove Q-sheets. Please review these requirements and the rest of section to 1.17.3 and adjust if necessary the page requirements and/or make changes to the submissions Rated Requirements to suit the 75 page count limit.

Please see the response to bid enquiry 31 for more information about which parts of the technical proposal count towards the page limit, and which parts do not. Please structure your technical proposal and provide a level of detail such that it stays within the page limit requirement.
