The background document “Design-Build Ready – Final Drainage and Hydrology Report by WSP, November 2019” Section 6.1, states: “(…) 80% TSS removal has been selected as the treatment target for all new paved areas.” The RFP in Section 2.4.6.2 on page 108 states: “The Design-Builder shall be responsible for the design and construction of three Oil Grit Separator (OGS) stormceptors located at Catch Basin #8, #41, and #52 prior to discharging to the existing watercourse. The OGS stormceptors shall be designed to meet environmental standards for approval by MECP and Niagara Region.” The Proponent notes that the proposed OGS units can be designed to provide 80% TSS removal in conjunction with CB Shield devices providing pre-treatment. The WSP Report also recommends +/- 530 m of enhanced grass swales to provide quality control. We note that some of the enhanced grass swales have large external drainage areas. In our experience, enhanced grass swales should be designed for areas less than 2.0 ha. Please confirm that the proposed online enhanced swales will provide the required water quality treatment.
