The TESR does not address operational noise.  The TESR Section 4.2.2.8 states that there are no noise sensitive areas (NSAs).  However, Section 9.1.2.4 and Figure 9-1 of the TESR identifies five separate noise sensitive areas in the context of Construction Noise.  How can these areas be sensitive to construction noise but not operational noise (no rationale is provided in the TESR)?  Further, the MTO Environmental Guide for Noise requires that all areas within 600 m of edge of pavement be assessed.  Lack of an operational noise assessment via comparison of the future “build” and future “no-build” noise levels and lack of any mention of this aspect is contrary to our experience with the expectations of the MTO and MECP. Since the TESR did not address operational noise, and contains no recommendations regarding associated mitigation, can MTO confirm that noise mitigation such as noise walls are not required?

Operational noise at sensitive receivers is addressed in Section 7.2.5, Table 7-1: Evaluation of Interchange Improvements in the QEW Glendale Interchange Preliminary Design Report, November 2018. Implementation of the preferred alternative would result in minimal discernable operational noise impacts to sensitive receivers (Niagara College and White Oaks Resort & Spa). Mitigation measures have been addressed in the TESR for construction noise only.
