The TESR does not address construction vibration except in relation to species-at-risk considerations.  There is no mention of impacts to people, buildings or infrastructure within the TESR.  Conversely, sections 1.17.3.4.4. and 2.4.9.11 of the RFP document mention vibration monitoring in the context of the geotechnical design/monitoring and specifically mentions Niagara College.  However, no standard is put forward for vibration limits, except for the textual reference to sensitive equipment.  The limit provided for sensitive equipment in Section 2.4.9.11 is 50mm/s which would not normally be considered appropriate for sensitive equipment but rather engineered infrastructure.  Section 2.4.9.11 also mentions a pipeline within the same paragraph however, this reference to a pipeline seems somewhat out of place in the text.  Also, the pipeline vibration limit is identified as a displacement of 50 mm when normally pipeline vibration limits are 50mm/s (velocity).  Since the TESR did not address construction vibration, and yet the RFP indicates this may be a concern, will further clarification be provided on vibration impacts, limits and mitigation to guide the contractor during construction?
