Response to BE-2014-2002-066: Length of Grade Raise at CPR Structure

With reference to the Ministry’s response to BE-2014-2002-066: A proposed design profile has now been provided (Document 42) which has a raise in the profile of Highway 401 over a distance of around 700m. The construction of the proposed 700m grade raise cannot be accommodated behind barrier protection within detour limits proposed by AECOM in the PDR staging design. According to the Temporary Conditions Manual paving is not a mobile operation and must be carried out as a short duration or long duration activity. In order to avoid the disruption of traffic through the use of short duration traffic staging and lane closures is it acceptable for the Design-Builder to shorten the length of the profile raise at CPR to be within the limits of the detour provided that the design parameters noted under Table C-1, Document # 4B (Highway 401 proposed design standards) are satisfied? Please see attached sketch “Length of Grade Raise at CPR Structure.pdf” (1 page) which illustrates the issue at the west end of the CPR detour.

The length of the mainline profile raise cannot be shortened. The existing mainline K-value in the vicinity of the CPR crossing shall not be reduced (i.e. a crest K-value of 86.5 shall be provided as per the RFP). A single lane can be provided on Highway 401 mainline during the permitted lane closure times provided in Section 2.4.5.2 to construct the grade raise. See RFP Addendum #4
