The General Arrangement in Appendix D shows a footing on piles driven within steel liners filled with concrete which is all below water level; The Response for BE 018 states: "The liners were proposed as means of isolating the work from creek flow, minimizing channel impacts for environmental purposes, and reducing muck excavation requirements." The response is contradictory to the General Arrangement drawing as the pier footing is below the water level and the design of the pier footing would not allow the use of steel liners. Please clarify if the pier arrangement with a footing shown on General Arrangement drawing in Appendix D is required or is the proponent allowed to alter the design?

As explained in the SDR, the suggested pier foundation consists of a series of piles driven within a large diameter liner (cofferdam). The liner could serve as a form for the footing. It would extend above water level and be cut off below final grade after construction of the footing. It is the DB contractor’s responsibility to interpret the site conditions and constraints, and to finalize the structure configuration and design.
