On page 41 of the RFP, section 2.4.9.2, second paragraph talks about using “closed-end pipe piles” for the new bridge. Then in Appendix D of the Structural Design Report, prepared by Stantec, the preliminary general arrangement drawing shows that for the pier, the steel pipes are to be driven “within steel liners fill with concrete”. What is the reason for the steel liners ?

The liners were proposed as means of isolating the work from creek flow, minimizing channel impacts for environmental purposes, and reducing muck excavation requirements.
