Muck Treatment
Referring to the ministry’s response to BE-2014-2003-013, which was issued on May 6, 2014, we have the follow-up questions below: a) For doing additional soils investigation, section 1.6 of the RFP states that we have to submit an application minimum 10 business days before the intended date of investigation. Assuming that we get an approval shortly after we submit, we will still require 1 to 2 weeks to get the locates done. Therefore, would the Ministry consider extending the closing date by at least four (4) weeks so we can carry out the additional soils investigation? b) Alternatively, if an extension of time is not an option, to address the conflicting soils information provided, for bidding purpose, would the Ministry provide the quantity of muck excavation or a sketch showing the limits of the muck excavation ?

A) Should the proponent wish to conduct field investigation, all requests must be submitted through Traffic Office (MTO RSS) and reference to this project and inform both MTO RSS and the MTO PM with the full detailed description of the work. The Ministry will make every reasonable effort to expedite all requests. The Ministry has given sufficient and appropriate amount of time to all proponents for consideration, therefore, no time extension is given. B) It is the DB contractor’s responsibility to interpret the soil conditions utilizing the available information and/or conducting additional investigations. It’s the DB contractor’s responsibility to determine the quantities for all items. In this regard, it is also up to the proponent to recommend a method to properly deal with the muck that will mutually benefit the Ministry and the proponent.
