Item 11 - Weld Treatments
There is only one qualified subcontractor to perform the inspections and that same subcontractor is the only one able to complete the work for the UIT Weld Treatments. There are other contractors that have completed UIT Weld Treatments but not on bridges and as the specifications state similar projects.
Can the Ministry please define similar projects?
Would UIT weld treatments on ships or other steel projects count as similar projects?
As the Ministry has single sourced this work and the item is Lump Sum.
Can the Ministry put this work as an hourly or daily based item to satisfy their sole source suppliers pricing?
The inspector and the weld technician are from the same company and are the only people qualified according to the definitions below.
Is the Weld Treatment Technician allowed to work for the independent inspector?
If not then there are no qualified companies available to the general contractors for this work.
Weld Inspector means an independent inspector, retained by the Contractor, qualified to provide the services
specified in the Contract Documents. The Weld Inspector shall meet the requirements in OPSS 906, except as
described herein, and have demonstrated experience of at least 5 projects not part of the same contract, in the
inspection of welded fabrication of structural steel including inspection of UIT and toe grinding. The Weld
Inspector shall be certified by the CWB to CSA W178.2 with Level 3 Certification.
Weld Treatment Technician means an individual that can demonstrate training and at least 5 years of
experience performing toe grinding and UIT repairs to structural steel.
