Buttonville Airport Constraints
The Special Provisions on pages 53 and 54 require the Contractor to submit to Nav Canada a Land Use Submission Form which on page 54 we are advised will take 8 to 12 weeks to process. Further down page 54 and on page 55, the Contractor is required to obtain a Crane Exemption Request from Transport Canada. This application must be submitted 90 days prior to erecting or modifying an obstruction and submittal of the exemption request requires the letter from Nav Canada which we are advised takes 8 to 12 weeks. The total duration of the two requests is a minimum of 5 months. As one of the first operations on this project will be construction of the 16th Avenue substructure including roadway protection and H-pile installation, this 5 month wait time for approval will impact the construction schedule by setting back staging sequences as per the Ministry’s documents. Please advise if the above is a correct interpretation of the constraints, or will the Ministry provide assistance with the various federal and third party agencies to accelerate approval of these permits and, if so, how much time should the successful bidder allow for these permits.

MTO has submitted the Land Use Submission Form, Aeronautical Assessment for Obstruction Evaluation, and Buttonville Airport Impact Assessment to the appropriate authorities. MTO expects that these requests will be approved prior to construction start or soon thereafter. MTO has provided the scope and proposed schedule of this project to Transport Canada and is working to expedite approval of the Crane Exemption Requests and avoid any impact to the construction schedule.
