Updated: 10-Sep-2018 Subcontractors & Suppliers for Ministry Contracts 
For many years the ministry has had a practice on a case-by case basis of making subcontractors and suppliers whole in the rare event of a qualified contractor insolvency or bankruptcy. This was intended to provide some payment assurance and relative stability in the industry. With the passing of the Construction Act, public owners such as the ministry will require both Performance Bonds and Labour and Material Payment Bonds to provide security for subcontractors and suppliers. Accordingly, for contracts advertised after July 1, 2018, the ministry will no longer make subcontractors and suppliers whole in the event of a qualified contractor insolvency or  bankruptcy.
